TLILIC0003 - Licence to operate a forklift truck


This course provides the skills and knowledge required to operate a forklift truck safely.  Forklift truck means a powered industrial truck equipped with lifting media made up of a mast and an elevating load carriage to which is attached a pair of fork arms or other arms that can be raised 900 mm or more above the ground, but does not include a pedestrian-operated truck or a pallet truck.

A person wishing to perform this work is required to hold a forklift truck high risk work (HRW) licence.

This course prepares the participant operating a forklift truck to plan the work, conduct routine checks on a forklift truck, shift loads in a safe manner, and safely shut down and secure equipment after completing operations.

Course Fees

  • $405 (GST exempt) per person
  • $375(GST exempt) per person with valid CITB number

Course Duration

2 day course – 8:00am to 4:30pm

Course Content

The course is 50% theory and 50% practical and covers:

  • Legislation – requirements under current Act and regulations
  • Machine – types, loads, stability, basic maintenance etc.
  • Operation – steering, parking, approaching and lift loads
  • Tasks – stacking/un-staking, manoeuvring, loading/unloading and transporting
  • Materials – packaging, pallets, drums, attachments and hazardous substances
  • Environment – floor stability, obstacles, pedestrians, confined spaces and slopes

On successful assessment, the Accredited Assessor will provide you with a 'Notice of Satisfactory Assessment' (NSA) and a Tax Invoice.
Your NSA and Tax Invoice are only valid for 60 days from the date of issue. 

There is an additional cost associated with issuance of the licence. 

Older style tickets and Certificates of Competency (pre-High Risk Work) have now expired and are no longer valid. 

Course Pre-requisites
Participants MUST:

  • be at least 18 years of age
  • successfully complete a short Language, Literacy and Numeracy (LLN) assessment to show you have the ability to read, write and understand basic English and carry out basic mathematical calculations. LLN Assessments are conducted at ATEC sites and participation in training is not permitted unless it has been completed. Assessments must be completed no less than 1 week prior to course commencement
  • provide their Unique Student Identifier (USI). To apply for a USI go to
  • bring photo identification on the day of training
  • wear appropriate Personal Protective Equipment (PPE) see below

Note: Whilst it is not required for participants to have a driver's licence it is recommended as it will assist in completing the course.

PPE (Personal Protective Equipment) to be supplied by participant

  • Safety Boots (steel cap)
  • Safety glasses (non-tinted)
  • Long pants
  • Long-sleeved shirt (for WHS reasons please do not wear excessively loose clothing)
  • High visibility vest
  • Sun protection as required

Successful Completion

Students who successfully complete all the requirements of this course will be issued with:

  1. A Statement of Attainment for TLILIC0003 – Licence to operate a forklift truck
  2. Notice of Satisfactory Assessment (NSA) **
  3. SafeWork SA Tax Invoice **

** Items 2 & 3, plus 100 points of ID will be required to obtain your (HRWL).
**You will need to take your Tax Invoice to a Service SA Customer Service Centre in SA.
Your HRWL Card will be mailed to you.
