Health and Safety Representative Level 1

Health and Safety Representatives (HSR's) play a pivotal role in keeping South Australian workplaces safe. By representing workers in their work group, HSR?s provide a means for workers to raise safety issues within their workplace and follow a process with employers to resolve them. HSR training provides the representative with the knowledge and tools to effectively manage this process so that issues are resolved successfully, thus reducing and even eliminating costly (both human and financial) workplace injuries.

This is an introductory course for newly elected HSR's and provides a working knowledge of the Work Health and Safety (WHS) Legislation. HSR's gain an understanding of hazard management and learn about consultation when resolving WHS issues in the workplace.

The Level 1 course is five days, full-time and covers the following:

  • What is WHS?
  • Workplace deaths/injuries
  • Direct & Indirect cost of a work injury to employer
  • Common Law
  • WHS Legislation/Act
  • Workplace Inspection
  • Duty of Care
  • Elected HSR's: Work Groups Role/ Function
  • Employers Duty to HSR's
  • WHS regulations
  • WHS Resources Visit SafeWork SA Resource Centre
  • Hazard Management
  • Practical Job Safety Analysis
  • Workplace Services
  • Negotiation Skills
  • Committees
Training at a Reduced Cost

SafeWork SA provides funding to enable HSR and WHS committee training at a subsidised rate. The targeted participants are:

  • high-risk industries
  • high-risk occupations
  • expanding industry
  • new industry
  • small business
  • region by industry.

To qualify for Level 1 training subsidies, you must:

  • Be an elected Health & Safety Representative and be registered with SafeWork SA. New HSR's can complete their Notice of Election Form at the training course, but are encouraged to do so before attending training to ensure the subsidy eligibility.
  • Subsidies do not apply if your organisation is Self-Insured / Exempt employer (including Government departments).

Note: effective from 1 July 2019, subsidies will no longer apply.
